exchange storage recovery

I am trying to configure the exchange storage recovery facilitiy but after following the instructions from the MS website it doesn't seem to work correctly. Is it the fact that its Small Business Server 2003 going to make a difference.

When I mount the recovery database there are no mailboxes in the list, is this correct?
