Activate Link and Display photo only when photo exists

I would like to be able to create a database form for employees to fill out that would update a page as well as give them the ability to upload a photo with out the use of an HTML editor.

Our company during an emergency has a set of 10 questions that are answered.  We would like those responses, along with the static questions, to appear or be active only when such an emergency exists.  We would also like to be able to upload a photo of the affected area.

I have thought of several ways, but have no idea how to accomplish this.  I have only used FrontPage to edit web pages and that has been on a very mild scale.  I can send a link to our web site if that would give you a better idea of the overall design.

Any suggestions or examples would be greatly appreciated.

Well you are going to need to use ASP or PHP or another server side language to communicate with the database.  FP 2003 supports a file upload feature but it is very basic.  It sounds like you need a much more custom solution

I am guessing that those other options, ASP or PHP, are much more difficult than Front Page to develope with?  Are there free editors for those applications?

Also I am guessing that those services would have to be running on the web server that is hosting our site?  We do not have our own.

FP is an HTML WYSIWYG editor.  It will create some ASP language for you to communicate with your MS access database. But these are languages and usually need to be 'written out' - since your application is being developed.

If you are on a Windows server, you should consider ASP.  On a *NIX server, you should consider PHP
