Server side languages best suited for calling windows exe files.

Hi,
I am using a piece of software called quickmacro that will call up MS word and do a few things inside word.Its essentially a piece of software that remembers of the key strokes and mouse clicks.. etc.

I would like to be able to have a web interface whereby somebody could send a file over the Internet per email and the scripting/server side language would detect the email and pass the sent file into my application. However in order to do this the server side language must be able to call and execute windows .exe files.

Does anybody know of any server side languages that would be suitable for executing windows exe files and if so what would the snippets of code where the calling/executing look like.

Any help appreciated.

You can use ASP.NET or ASP too but the following things have to be meticulously planned and considered:

(*) Careful permissions on the executables.
(*) Bandwith throttling to prevent the server from being overwhelmed with spurious requests for EXE to be spawned.
(*) The EXE should have a preferably a remoting interface to enqueue and dequeue requests instead of spawning a new process for each request.
