Div Tag From Template Appearing in Wrong Place

Hi all,
I have a div tag for "Add your Comment" on the template which works on some pages (e.g. http://www.corkgsm.com/Server/server1.php ) but on other pages it must be clashing with something as it appears in the top left corner instead (e.g. http://www.corkgsm.com/Server/server2.php?Type_variable=9) Here is  the source for this page if someone could have a look to see where I'm going wrong http://www.corkgsm.com/Server/server2.phps

Derek,

The Add Your Comment div has two different styles in the two different documents.  In the working version, it is #Layer3.  The nonworking version has the id as "addcomm" and I don't see it defined in the CSS.
