Resident program that can read a web page and notify changes on it
I'm looking for either a program or a piece of software that can perform the following operation:
It applies for windows platform, the program should be able to be installed from a webserver, the main objective of the application is to read a web page or url in a certain amount of time intervals. When the program finds that the webpage has changed, for example a hotmail email incoming notification (small window popup on the right side, if the user clicks the hyperlink a browser screen is open and it will show the email content).
I have read some information about RSS readers, but I'm not sure about their capabilities. Can they behave like this?

On this scenario people will need to open their rss readers to check any changes in the syndicated page, is there any rss reader that can be resident and report any change automatically? I mean without open in a regular basis the rss page
