Example say we have a PF called itunes... user wants to send from the address "itunes" to another address but also CC "itunes" on the message when the user hits send it delivers to the other email address but not into the "itunes public folder"

Any ideas?

The public folder probably doesn't have permission to send to that folder. Try giving it contributor rights.
