Exchange 2000

I have Exchange 2000 and the "Send As" rights do not work on newly added mailboxes.  The rights still work on mailboxes that were implemented awhile back.
I have tried both ways: 1.  To give users full mailbox access through  the mailbox rights tab and 2. gave user send as rights in the security tab.

Still no go.

Is this server fully up to date?
There was a behaviour change to Send As. It was pushed out to Exchange 2003, but I believe it was still optional for Exchange 2000. Take a look at this KB article and see if the hot fix is on your server.

Thanks...  that was exactly it.  I had to use the security tab and once I restarted the Microsoft Exchange Information Store service the user was able to "send as"
