VS 2003 - Crystal Report Footer

VS 2003 - Crystal Report Footer is not showing at run time....

At design time there are Gray lines in Footer section, other sections are just white...
Where i can change this behavior?

That means that the section is Suppressed.  You should be able to take the suppression by either right clicking on the section header and choosing "Don't Suppress", or if that doesn't work, you may have a formula that's changing the suppression.
