Copying a Bin folder in a asp/aspx enviroment, but the program now does not load from new location

The website I need to update has a program in 'root/mobile/bin' it is called from 'root/mobile/checkme.aspx' and all this works fine.
I want to use this program in another location 'root/roads/bin' and call it form 'root/roads/checkme.aspx' ,but when i move it to the new web branch(roads) i get

Server Error in '/login' Application.

open .webinfo file (found in your application directory) and modify the path there

Is there any other ways to reference my TestConnent.dll?  I found a couple .webinfo under wwwroot but looked like they were for some older apps.

In the 'root/mobile/'  (branch that works- can call the program in bin folder). The only files in 'root/mobile/'  that seem like they may do something are Web.config and Global.asax, but i don't see any path info within these files.

there should be a file named ProjectName.vbproj.webinfo
