References - Microsoft ActiveX Data Objects 2.5 Library - Error in Loading DLL

As a result of the error message "Error in Loading DLL" when importing tables to my Access 2003 SP2 database project, I'm trying to ensure that all reference libraries are selected as detailed in http://support.microsoft.com/kb/825796/en-us - References that you must set when you use Microsoft Office Access 2003.

So I have opened a form, clicked the Code icon, then Tools, References.

However, when I try to select Microsoft ActiveX Data Objects 2.5 Library I get the error message "Error in Loading DLL".

The related reference file is definitely there - C:\Program Files\Common Files\System\ado\msado25.tlb

At first, with the help of 'Help, I thought it might be because it is a .tlb not a .dll - but the OLE Automation Library is a .tlb too and that's been added to the references without any problems.

Any ideas?

Visual Basic for Applications
MSAccess 11.0 Object
OLE Automation
DAO 3.6 Object
are referenced by default.

I've added
MS SDO Extensions 2.5 for DDL and Security
MS Jet and Replication Objects 2.5
MS Office 11.0

But can't add the ActiveX one without getting the message.

In the dialog for selecting references I also have up to ActiveX 2.8 available

I haven't applied MDAC as I don't know what it is or how to.

I've also just noticed Microsoft ActiveX Data Objects Records 2.5 Library - is that needed too?

An offline friend has suggested downloading and installing msado 2.5 runtime from microsoft.

But I can't find it on its own.
Tried downloading and installing MDAC but it said it was already installed.
Still stuck.

I have been able to load ActiveX 2.8
