Check website availability (Visual basic)

Hi everyone,

I have a problem to monitor the availability of the website that my server hosts.
Most of the time user call me up to inform me that they couldn't access to the web page.  Then I have to restart the IIS service...all the time...repetitively.

Is there any way to create a program (using VB 6.0) where I could check the availability of the website intervally for every 10 mins?  Probably I can trap the HTTP code returned by the IIS server for e.g. Code 200 means the site is ok, other than this code considered site is down.  If site down is detected, an email will be sent to me.  (If possible please provide some sample code)

Or may be you have any other open source tool which is able to achieve situation, please do let me know.

Any help would be appreciated.

It has free edition, which has a limit of 5 websites. As I understand, you need only 1 :)
