how to change the priority for access policy for ISA 2000

In ISA 2004 it's easy to change the priorty of the policy just by move it up and down,but how to change the priority for access policy for ISA 2000 .

The main difference between the 2 versions is that ISA 2000 was primarily designed for use as a proxy and so uses cumulitive rules, whereas ISA 2004 tries to tie in the firewall element and thus requires a rule order.

If you have 2 rules in ISA 2000 effecting the same object, the deny rule is processed first. In other words, a deny rule overwrites an accept rule.
