Delayed emails

Hello,

We currently use Exchange Small Business Server 2003 and we have currently been experiencing a delay in some of our outgoing emails.  The emails get stuck in the queue and then we receive a message that says "that the email is in delay".  Are there any methods or troubleshooting tips for this?  Any recommended tools??
