Messaging interface has returned an unknown error when creating an email

I have a new computer with Office 2003 installed.  Outlook was running fine but now I am receiving the error "the messaging interface has returned an unknown error.  If the problem persists, restart Outlook".  I am getting this error when I try to create a new email message.  I have uninstalled and reinstalled Office with no change.  We are running our emails on an Exchange server.  

Unlike a lot of the other issues posted regarding this same type of error, I can move emails between folders and delete items.  The only thing that I can find affected is creating a new email.

Help is greatly appreciated.

Greetings, rosen55401 !

1. Sounds like a program or addin is interfering with Outlook.  Did you add any software or update any software lately?  Reverse the change.  Perform a System restore.

2. Make sure a popup blocker is not blocking New Message window. Temporarily disable all popup blockers.

3. Reset the Outlook toolbar template. With Outlook close, do a search for and rename outcmd.dat file. Restart Outlook and a fresh outcmd.dat file will be recreated.

4. Register an important Outlook file. Go to Start > Run and type regsvr32 OLE32.DLL
Do the same for INETCOMM.DLL

5. Disable Outlook Addins.  Go to Tools > Options > Other > Advanced Options > Addin Manager or COMM/Addins and disable the addins.

6. Start Outlook in Safe Mode.  Go to Start > Run and type

"c:\Program Files\Microsoft Office\Office\Outlook.exe" /safe

Your path to Outlook.exe may be a little different.  Not try to send a message.

7. Create a new Outlook profile.
