windows sbs 2003 can find Windows SharePoint Services Stsadm.exe command-line tool

I'm trying to setup external access to sharepoint and I get asp error.  microsoft kb tells be to run stsadm.exe as follows
RESOLUTION
Use the Windows SharePoint Services Stsadm.exe command-line tool to update the settings in the Web.config file. To do this, use the following command:
stsadm.exe –o upgrade –forceupgrade –url http://URLOftheVirtualServer

but I get error when trying to run this command line.  'stsadm.exe' is not recognized as an internal or external command,
operable program or batch file.

how do I get this program into my windows sbs server.  as far as I can tell it is supposed to be installed with sharepoint services.

You have to navigate to C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\60\Bin

Then, the command line is this:

stsadm -o upgrade -forceupgrade -url http://companyweb
