How would I change IE's LAN Setting / proxy server setting?

I'd like to create an easy interface where I could change IE's proxy server setting. I've read that this can be done with the Inet control? I'm sure there's others but I'm some what familiar with the inet control. I know it's possible with winsock but I've yet to dable with anything there.
