Is there a way to limit mail based on message size times the number of recipients

I had a user who sent a large email (but below his limit) to many recipients, essentially backing up all email.
I know you can limit message size but can this be done with the number of recipients taken into account?

No.
You can only limit on the size of the message or the number of recipients. Once the message hits Exchange it is treated as separate messages.

I would be surprised if you would find a third party tool to do this, because of where it would have to intercept the traffic. It would be almost impossible to intercept the traffic and detect where this is happening.

If this is a regular problem then you will have to limit the number of recipients.
If you need to regularly send out emails to large numbers of recipients with attachments, then you should look at using something designed for the job - such as a list server like ListServ or Lyris. They can throttle the connections and manage the bulk email transfer. Exchange doesn't make a very good job of it.
