Weather web service asp.net?

I am working on a web page that will display the forecast with radar image,  is there any free web service I can use to help with this.  I know there are stickers out there; that can be clicked on, for the forecast but that is not what we are looking for.  I need a custom web page to display the weather for our zipcode.  www.noaa.gov, looks like they provide a web service, but I am not sure how to use it and if I can get radar images from it. Any ideas would be helpful.

They have some pre-built solutions, and if that is not what you want you can click the link at the bottom that says

Want more customizable weather data and graphics solutions?

where you can work with them to get a solution customized to exactly the data you want.

Thats what I want but the weather maps need to be purchased.  I was wondering if there is anything free?
