Apache allow for localhost only

How do I make a page accessible by localhost only?  I've tried this, but it didn't work -- it's still accessible from outside.

Alias /mypage /projectdirectory/mypage
<Directory /projectdirectory/mypage>
    Order deny,allow
    Allow from localhost
</Directory>

try

<Directory /projectdirectory/mypage>
  Order deny,allow
  Deny from all
  Allow from localhost
</Directory>

remember to restart your http server
