Does this account have any permissions in Exchange itself?
Right click on the org and choose Delegate Control.
Step through the wizard and ensure that this account has Exchange View Only Administrator rights.

What permissions have you set?
Exmerge basically opens every mailbox, so it needs to have quite high permissions on each mailbox. However adding the account to admin groups will not work, as those are denied access by default.

Please don't shout. It is very difficult to read a posting when you have entered it all in capital letters.

To use exmerge you need to have permissions for that account on every mailbox.
The way that I do this is to get admodify.net (same URL) and use that to add "Full Mailbox Access" only, to every account. It will make the change very quickly for you.

You can then exmerge out.

If you are exmerging to import, then you would have to do a similar process to grant the permissions for the import.

Sorry if you mistook.

My caps lock was on when I was typing, didn't bother truning off the caps. Sorry once again.

Thanks for your comments.

I have given the full mailbox access to all the accounts that I created through Admodify. When I go to a user properties.Exchange advanced mailbox preperties I can see that the exmergeaccount has full mailbox access.but I still get the same error message.

Sorry for the slow response was investigating the cause.

What I found out was when I run a scheduled job with the exmerge account. The job runs successfully but when I logon to the exchange server on a terminal services session. The job fails. I can't even open exchange system manager.Comes up with an error message saying "ESM doesn't initailize MAPI because the current user doesn't have SE_CREATE_GLOBAL_NAME priviledge on this computer." Asks me to make this user local administrator or change the local security policy.

I made the user the local administrator but still can't access the system manager. In LSA create global objects Exchange system managers group has been added but doesn't give me option to add other groups. This is the only group that is a member of Securiy setting.

If I make exmerge user member of exchange full administrator then he can open ESM and run the exchange system manager.

I don't have any clue what has been done before me starting here.

That error message is normal for accessing ESM via terminal services with an account setup in this type of connection. The error is particular to ESM being started. According to my source ESM tries to create Global Objects. Usually an Exchange administrator would be a local admin on the server as well.

Therefore the failure of the task when you are running it manually and the failure to start ESM are not really connected.

I know thi is an old post, but my search brought me here. Thanks for the tips. After setting all the permissions above, the issue was Remote Desktop and write permissions. So I attached an external HDD (which I need for the move the PST files to a new server anyway) and made sure the user had read and write access to the drive. In my case it's drive f:. Created a folder PSTSTORE and modified the exmerge.ini so the log file name is f:\exmergelog and the PST destination is f:\pststore. I then added the user to the server operators group which allowed the user to log on to the console. Launched exmerge from the exchange bin directory and all seems to be good.

Shouldn't all users have the same email signature?

You wouldn't let your users design their own business cards, would you? So, why do you let them design their own email signatures? Think of the damage they could be doing to your brand reputation! Choose the easy way to manage set up and add email signatures for all users.
