What minimum permissions do distribution list owners need to add or remove contacts from a distribution list?

You'll need read, write and add/remove self as member. Those 3.

Don't forget you have to be in the “advanced” view in AD users and computers to set these permissions.

I want to delegate control of DLs to a user.  What rights do they need to maintain the DL?
