Going from a Windows 2000 AD to SBS 2003 does not entail following that KB article. You should note that the article specifically states, "This article does not intend to provide a migration solution" It is intended ONLY as a workaround in the event that there are extenuating circumstances which may prevent you from properly upgrading or migrating your Windows 2000 domain.

One other reason this happens, by the way, is if you previously had another DC on your domain and it is still listed in your Win2K Server. SBS is trying to contact ALL DCs on the domain and if it can't contact them it will fail at step 30.
