No Programs Showing On The Taskbar

A couple of months ago, the taskbar of one of the users on this machine stopped showing the running programs - instead, there was only the "Quicklaunch" bar and the Language Bar. Recently, this happened on my account too, without any program installed - I simply shutted down, and when I started the PC up, it disappeared. System is Windows XP Pro (SP2).

How can I bring back my taskbar, and be able to see all programs currently running?
