Form submit button inactive

I have two forms. I would like to make the second forms submit button inactive if anything is typed into the first forms 'f_name' field.

How do I do that with Javascript?

<form name="form1" method="post" action="page.html">
  <input type="text" name="f_name">
  <input type="hidden" name="step" value="2">
  <input type="submit" value="Next">
</form>

<form name="form2" method="post" action="page.html">
  <input type="hidden" name="step" value="3">
  <input type="submit" value="Skip this step">
