Handling Chinese and Japanese text using ASP.NET and Oracle

We are using Enterprise Library for connecting to the Database, so the provider is the built in provider used by Microsoft Enterprise library to connect to Oracle.
The regional settings for handling the special characters in the web.config has been configure.
The Oracle database is set up with UTF-8 to handle the multilingual.
When we try to store the Japanese or Chinese characters, it stores in the form of inverted question marks. When we try to retrieve it we get the same inverted question marks.
Can you please help us in finding solution to this problem?
