applicaton launch failure

Hope someone can help I have applicaton launch failure messeage for all my applications. I'm using a Mac OS 10.4 tiger.
Error message reads Shared library error. Base><carbonLib><CFMPriv_ATS><>

Try booting off your install disk but instead of installing, select the Disk Utility from one of the menus at the top (I think it's the File Menu but it's been a while since I did this). Try repairing permissions on the boot partition.

Beyond that, I'm afraid I'm not much help.
