Ok, here is what I am trying to do. We have a pinstamper here at my workplace that I have written a small application for. My application sends data via a loopback serial cable to the program that comes with the pinstamper. My program sends data out COM1 and the pinstamp program reads data in on COM2. Everything works fine...but when I send the data out and the pinstamp program changes its values, it brings the pinstamp program to the front, covering my application. I have tried code to keep my application on top but this is not working well for us. I would like to know if it is possible to place the other application into the system tray so it is not visible at all...or if it can be hidden (eg. Me.Visible = False) by using its HWnd or something

You can start the other program minimized by selecting miinimzed in the program shortcut or you can manually minimize the program

In your own program you could use the form_lostfocus event to regain focus:
either me.setfocus
-or-
me.hide
me.show

thanks for the comment, but I found the answer to do what I wanted. Just in case anybody else would like to know how to do this, check out this example on PlanetSourceCode:
