How to create a floating popup window

Hello experts, I am trying to create a floating popup window when a user mouseovers a hyperlink, how do i do this?
If you go to this web site http://www.prairiepridefarm.com/products/index.php?catid=14  and place mouse over the 85% lean angus steakburger a floating window appears that follows the mouse with a tip inside how do i do this?
