Unable to add a user

When trying to add an adminstrator user (myself) I get the following error at the end of the set-up:

The wizard could not successfully configure this user account. The following could not be completed.
 - A home folder could not be created for this user.
 - Quota information could not be set.

Any ideas why this may be happening?

Make sure that the hard drive containing The user folder is not read only or Full.
That what it sounds like to me.

I am not sure how to go about checking if a drive is read only. I checked the permissions for admin and it is read/write.

The drive has plenty of space on it since nothing has been added to it. It is a new system.
