Linear vs Hierarchical Structure

I know that structures depends on the purpose of the website and it shows how information is organized on the site.  In general, which one is better to your opinion...Linear or Hierarchical structure?

If it's a small site - linear...Larger sites, definetly hierarchial.  It will save you time and trouble in the long run.  As a practice though, I always put the stylesheet in /css, pdf's in /pdf, images in /images, etc...
