Access to the path in ASP.NET is denied

I'm using MS VB.NET to bulid the ASP. Occaonally, when I modifed the source, rebuilt  my solution and test the application. It pop up the error like below.

Access to the path "C:\WINNT\Microsoft.NET\Framework\v1.0.3705\Temporary ASP.NET Files\MyAspApps\72ae2c50\920509e7\hash.web" is denied.

I try to restart my IIS but couldn't fix. The only way to fix it is to reboot the testing server hosting my ASP applicaiton. Have any idea for this ?
