Limit the size of internal email for Domino 5/6

Hello

I have a Domino 5 Server and I want limit the size of email that is send thru the Notes system.  I know how to change the size of outbound/inbound smtp email but I don't know how to change the internet email system.  Can someone tell me how.

Old method, still I think it's the only one.

Alternatives:
- there's always the managerial way, because restriction users contradicts with Groupware; find the perpetrators, and make a blacklist, that could be used to deny sending mail!
- set up mail journalling, and send a report to the manager who is responsible for those users who send to much mail
- don't bother, get a faster network; maybe cheaper than modifying LOTS of mail database designs (those design changes will reoccur every major Notes release change)
