FRM-40039 error

hello there,
do i need to add webutil.pll in my default.env in form builder.if yes.where and how. it is because i am trying to run WebUtil Demo from oracle and i get this error.FRM-40039 cannot attach library webutil.

please help.

maybe this is the problem:

or it's a bug 671456.
See Metaalink Note 303682.1 for details.
In short, it says that even if the path is set correctly, you may have others files or subdirectories with the same name as the library.

in my default.env i have done this,is this correct or it is not needed.

 FORMS_PATH=D:\DevSuiteHome_1\forms;D:\DevSuiteHome_1\forms\webutil.pll

what forms version? if using 9i or 10 g you have to set

FORMS90_PATH=D:\DevSuiteHome_1\forms;

you have only to set the path, not the file name (webutil.pll)
