Avaya System Voicemail forwarding?

I have an avaya IPO one of my user's voicemail is not functioning properly. Whenever the user is on the phone. The call rings once then the call gets routed to another person's phone( who is both ext 401 and ext 0)  I need the 2nd call to keep ringing. and if the user does not pick up the phone it needs to go to HIS voicemail. what options do I need to look to enable or disable that may be screwing this up? I have other users there and there extensions work good.

thanks for the help. what ended up happening is that the user who was complaing didnt' follow directions and didn't initialize his mailbox. I love being in IT!!!
