I'm receiving the error DhcpServer event ID 1051 in Event Viewer. My network is using assigned static accressing and not Dhcp. Dhcp server and client services are disabled and stopped. How do I stop this error from occuring? This is a Domain Controller and I can not change any network address settings. I probably selected this by mistake while installing.

You should keep the DHCP client service running on a Domain Controller.  The DHCP client is responsible for registering the DC's SRV records.  If you keep the DHCP client service stopped, your SRV records might disappear from DNS.

The error you are getting is DHCP/BINL is not authorized... see this:

You could alse just remove the DHCP server and not just stop it
Go to Add/Remove Programs
Select Add/Remove Windows Components
Select Networking Services
UnCheck DHCP
