Agent to pull in information from a flat file and create docs

If I have a flat file that is formatted something like this

NameA, TypeA, TittleA, https://ect.ectA.com
NameB, TypeB, TittleB, https://ect.ectB.com
NameC, TypeC, TittleC, https://ect.ectC.com
NameD, TypeD, TittleD, https://ect.ectD.com

I have a Form with 4 fields

Name
Type
Title
URL


Can an agent get the information from the file and create a document for each line in the file.  So after the agent runs I would have 4 documents created?

This is question 1 of a couple.
