Problem creating child domain.  Get error during DCPROMO

I am trying to setup a child domain.  My current domain is ad.doamin.com.  I would like to create eos.ad.domain.com.  I have all the right DNS setup.  I have a local DNS server with a forward to the DNS server that provides name resolution for ad.domain.com.  It does support dynamic updates and passes the DNS diagnostics during DCPROMO.  I get all the way through the wizard and it starts to do the creation.  It hits a point where it is examing the current forest and I get this error.

"The operation failed because:

Active directory could not determine if the domain name DC=EOS,DC=AD,DC=domain,DC=com is unique on the remote domain controller dc.ad.domain.com.  If this name is not unique, rename the domaon.

The system cannot find the file specified."

I have tried using different names for the child domain but nothing works.  Please help.

This normally means the Domain Naming Master role holder cannot be contacted.

Check for all the FSMO roles and check in DNS for the existence of all the SRV records for the parent domain in the _msdcs folder.

Thank you for the above answer.  It was the Domain Naming Master role that was the problem.  The DC that had that role crashed a few weeks back.  We replaced the DC with a new one but the forest was still listed the non-existent DC as the DNM.  I used this article to seize the role.
