I don't know if there is one specifically in Express. However, to do PDA development in the other editions, you need to download and install the appropriate SDK.

Here's the one for Windows Mobile 5.0 for PDAs.

There is no emulator in any version of Visual Studio -- until you install the SDK for the specific target platform. I have included a link for the SDK for Windows Mobile 5 PDAs. If you download and install that SDK, you will have an emulator in VS2005.

Software development tools required to use this SDK for application development are not installed on this work station. Before trying to run the set up wizard

see the microsoft website http://go.microsoft.com/fwlink/?linkid=21615&clcid=0x409, which you can open in an external browserwindow by clicking the open browserbutton.

Okay.... this site http://msdn.microsoft.com/vstudio/products/compare/default.aspx reveals that you can't support PDA development (mobile development) with Express. You'll have to buy Standard or better.
