Have a MS Exchange Server 2003 up & running.  Have successfully created a PUBLIC calendar; users have requested that they have their own personal calendar entries automatically update the public calendar.  Is this possible

No, this is not possible.

What I usually do if I need to have a company calendar is delegate it to the receptionist or office administrator - give them delegate access to everyones calendar and get them to manage the public folder calendar.

The other option is to manually copy the entries accross, but as this isnt automatic, the users probably wont do it (making it quite useless)
