.sis programs or application

Why .sis programs or application can not be open on java platform?
For example in Nokia mobiles .sis is working fine but on Sonyericsson is not.

Not all of the Sony/Ericsson phones support Symbian OS installers (which is what a .sis file is). Even if the app is written in java. the phone has to support Symbian installers in order for the .sis files to work.
