OU Admin having rights to create E-mail Accounts on Exchange Server

The environment I dealing with is a 3 server Windows 2000 Server with 2 DC's and one Exchange Server. There is the main OU where sysadmins have all rights and I'm trying to create an additional OU for a specific group (within the same domain) and all one OU admin the right to create accounts including e-mail accounts.
How can I accomplish this task? Currently, I'm able to create the OU, delegate admin rights to a user within that OU, but cannot create email accounts.

I have included a link [1] that indicates that these delegated admins need to be granted the "Exchange View Only Administrator" at the required level within Exchange System Manager. The second link [2] may also be helpful.
