Don't pu index.* file there. If not enought, create
.htaccess
file add following content
Options +Indexes
if it still does not wok, You have to add this into httpd.conf in proper <Directory ??>
AllowOverride +Indexes

in that directory
1. if You have file called index.html index.php or whatever matches index.* - remove
2. if no such file, and no listing, create file called .htaccess with following content
Options +Indexes
3. if still no luck - You have to edit httpd.conf apache configuration file and allow Indexing in that dir
 You can either find existing <Directory ???> entry which matched the dir, or create new with content
<Directory /path/to/desired/dir>
 AllowOverride +Indexes
</Director>
 then reload apache server.

If You merly user which want to see files on some public webpage - go ask the webmaster for the above.
