Can I use Eclipse to create Swing User Interfaces....means does it provide the features to drag and drop controls to create UI...like all HTML editors does?

is there any other editor?

I prefer the Jigloo plug-in (link posted by objects), otherwise use Netbeans.

Netbeans is free, so is Jigloo plug-in for Eclipse, so is Eclipse itself. Which one did you try?
