High Water Mark Notification

I am getting the bounce back messages below when user send mail.  I am not sure what this is or what this is about.  We use 2003 server and 2003 exchange.  Anyone know what this is and what to do about it?

Your mailbox is over the high water mark.
Please delete some messages from your mailbox!

sounds like spam or somthing, have you looked at the headers at all ?
That isn't an Exchange message. If you are sending to an external address I would say that the mailbox is full.

Sorry, I thought we were getting this message when we were sending mail.  But it looks we are not the senders.  It looks like the sender is trying to send us mail and instead of getting the message we need, we are getting the below message.  This is happening to 5 of our users and from multible senders.

A message was sent to you that was returned to the sender(bounced) because it would have caused your mailbox quota to be exceeded.

The following is the reason that the message was over quota:

Quota Type: bytes in the mailbox
  Quota Available: 819844
      Total Quota: 10485760

The following is the information on the message that was bounced:

      Sender: <>
     Subject: [No Subject]
        Size: 1288753
  Message ID: <09E66FB826881F4287BF6A662C443D24A017F6@LVEX01A.MGMMIRAGE.ORG>

The message was bounced from the following folder:

To fix this problem, delete some messages from your mailbox, and contact the sender to resend the message.

If the size of the message is too big, contact the sender to reduce the size of the message and resend the message.

You must be using a third party tool to control mailbox levels. I have never seen Exchange generate a message of that type.

You were right on.  Not much out on the Google search.  Most thought it was spam.  Found out ISP has quota and this was nothing to do with Exchange.  I Contacted ISP and increased the amount that can be passed though.

Thanks for the directional point
