Virtual Server

I have a user that wants to build Windows 2003 Server on Vrtual Server.

He will manage this solely however it will be a part of the domain. Are there any settings/functions i will require him to disable on the WIN2K3 so that he will not have access to anything that he shouldn't?

Well you might want to make sure he doesn't try to promote it as a DC, dhcp, dns server though.  That might conflict with your current network.  Does he just need local admin rights on this VS machine or is he part of the domain admin group as well?

Other than that I would say he should be good to go.

There will be almost no difference if you setup a VM for the user versus setting up a server on real hardware.
