From what i can find you can't. IP Security (IPSec) is not included in xp home.

I was able to start the IP Security Policies snap-in by running Start -> Run -> MMC as per http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/sag_ipsec_tools.mspx?mfr=true

After following the instructions given by my router User Guide I get the following error when assigning the policy.
The following error occured when saving IP security data:
The service cannot be started, either because it is disabled or because it has no enabled devices associated with it.

I found the IPSEC service was disabled and when I set it to automatic and was able to assign.

Thanks,
Ivan
