Problem with S-ATA USB Hard Disk

Hi,

I have a USB Hard Drive (S-ATA 3.5" in a case). Ok problem is the drive is not formatting correctly. It gets to 98% and then freezes with the format D: /u
so what am wondering is there a utility that I can use to format it and "lock out" the bad sectors of the drive. Even if a utility that could "low-level" format this and so I can fix it that would be great. My objective here is not to recover any data on the drive but fix it so I can put data on it.

I will then look at replacing but just need to store data on it temporarly. So I am looking for a utility or process that can fix it. I would like it not have to remove it from its usb case. I am happy if I have to download one of these autoboot CD's to fix it as well.

so any suggestions.
