How to get the Crystal Reports merge modules hooked in on a "Click Once" deployment in VB.Net (not web/asp.net)

I'm using the quick little "Click Once" deployment to do a quick setup to a UNC Location.  Everything is fine till I try to add a crystal report.  After that I get the message on Setup "Unable to install or run the application.,  The application requires that assembly CrystalDecisions.CrystalReports.Engine... bla bla bla...

I found some instructions on Putting the merge modules into a setup program, but that does not help on Click once deployment.  Any ideas?
