Internet Explorer blocking image rollover javascript (The one that is generated by Dreamweaver 4)

I have just created a single HTML file that has one page and 4 buttons linking to a website. The HTML file is to be stored locally on customer's machines - The problem i'm having is with the bit of javascript that performs rollover images for a bit of effect on the buttons. It is automatically generated by Dreamweaver 4 using the 'Rollover Button' button.

Internet Explorer (6.0+) is popping up that annoying bar that says an ActiveX control has been disallowed, right-click to allow (Or something to that affect).

Right-clicking to allow works fine, but it just doesn't look profressional sending out a file that gets partially blocked.

How can I remove this message and allow this script automatically, and also what will the security repercussions be?

To temporarily fix the problem, here is a compatibility patch

There is no security repercussion. This the click to activate ActiveX control is the result of a recent Internet Explorer update.  It arises out of dispute between Microsoft and a flash developer.
