I am using a Windows 2003 Server (NOT SMALL BUSINESS SERVER) and I have configured the licensing server and installed 5 Terminal Services CALs, but the server is still in Remote Desktop for Administration licensing mode as opposed to per user or per device. When I go into Terminal Services Configuration under licensing and try to change it, there is no other option available from the drop down menu other than Remote Desktop for Administration. Under add/remove Windows components, both Terminal Server and Terminal Server Licensing are installed. Can someone please advise me as to what I am supposed to do?<br />

How do I change Terminal Services Licensing mode?

Windows Server 2003 was based on Windows XP and was released in four editions: Web, Standard, Enterprise and Datacenter. It also had derivative versions for clusters, storage and Microsoft’s Small Business Server. Important upgrades included integrating Internet Information Services (IIS), improvements to Active Directory (AD) and Group Policy (GP), and the migration to Automated System Recovery (ASR).
